KIDS INTERNATIONAL CUP – EURO CUP 2008 BOYS’ TOURNAMENT RULES


1. Organizing Committee (OC)
The Organizing Committee will be responsible for all matters pertaining to the organizing and conduct of the Tournament. In the event of dispute arising from the interpretation of these rules, the committee’s decision will be final. The OC will also be responsible for all disciplinary matters.

2. Team Categories
U11/12 to U15/16 (11 a-side) boys’ house league teams (all stars can not be formed and entered as a house league team). Only registered teams, with their clubs, will be accepted and only teams with players listed on their original team roaster (beginning of the season roaster) will be allowed to participate in the tournament. Each team will play a minimum of three (3) games.

3. Proof of Age
The committee reserves the right to request proof of age. A valid individual or team passport is necessary to participate in this event.

4. Eligibility
U11/12 boys born in 1997- 1996 or after
U13/14 boys born in 1995 – 1994 or after
U15/16 boys born in 1993 – 1992 or after
The OC reserves the right to refuse a player in the ‘or after’ category

5. Call-Ups
Call-ups are not allowed

6. Playing Rules
Games will be played in accordance with FIFA rules unless otherwise specified in these rules.

7. Playing Equipment
U11/12 games shall be played with a size 4 ball, while U13/14 and U15/16 games shall be played with a size 5 ball. Shin guards are MANDATORY. No metal cleats with sharp edges. If in the opinion of the referee, the jersey colors between the two teams conflict, the HOME team will be required to change jerseys or wear pinnies.

8. Substitutions
An unlimited number of substitutions may be made during a game with the approval of the referee. The substitutions may only be made at the following times:
a) After a goal;
b) At a goal kick;
c) At a throw-in, when initiated by the team taking the throw-in;
d) At the beginning of the second half or overtime;
e) At the referee’s discretion, following an injury, a coach may substitute the injured player.

9. Ejections
A player receiving a red card will be automatically disqualified from the team’s next game in the tournament. Players receiving a total of three (3) yellow cards during the tournament will be disqualified from their next game in the tournament. The Tournament Disciplinary Committee may take further actions. Team official must indicate the name of the suspended player on the game sheet.
An ejected team official will be automatically disqualified from the tournament.

10. Protests
PROTESTS CONCERNING REFEREE’S DECISIONS WILL NOT BE ACCEPTED BY THE OC UNDER ANY CIRCUMSTANCE. The official score of each game will be that shown on the game-sheet, signed by the Referee, the Assistant Referees, the two coaches and the field Marshall.

11. Reporting for Games
Teams must report to the field Marshall at the scheduled fields half an hour before the scheduled starting time of the game. Teams will be allowed a ten (10) minute grace period from the scheduled kick-off time, after which the game will be forfeited to the opposing team by a score of 1-0. Eight (8) or more players constitute a team. Only when less than the required number of players is available may the start of a game be delayed for the period of ten (10) minutes.

12. Match Duration
All games are made-up of two (2) periods, with a 5 minute rest in-between halves. The duration of each game shall be:
Duration................Minimum Duration for the game to be declared valid
U11/12 2 x 30 minutes................................45 minutes
U13/14 2 x 30 minutes................................45 minutes
U15/16 2 x 30 minutes................................45 minutes

13. Team classification
A) Tournament will be played according to the published schedule. Division winners will be determined by the following rules:
Win - 3 points
Tie - 1 point
Loss - 0 point
B) A loss by forfeit, for any reason, will be recorded as a 1-0 win in favor of the opposing team and a 3-0 loss for the team that has forfeited. Matches not played due to the withdrawal of a team after the schedule is made are considered as played and a victory is accorded to the opposing team. In the case both teams forfeit, each will be charged with a loss and 3 goals against.
C) The final classification of the teams will be determined by the following criteria and in the order listed:
i) Greatest number of points;
ii) Most points in games played between the tied teams.
....1 If only one of the tied teams can advance to a playoff position and there is no contradiction (see 3 below), any team with less points than any of the tied teams in games versus each other, is automatically eliminated. If there are teams still tied after applying this rule then C(iii – v) will be used to break the tie.
....2 If 2 or more of the tied teams can advance to a playoff position then the team vs. team rule will ONLY be applied if the tied teams have all played each other the same number of games. If any of the tied teams have not played each other the same number of games then C (ii) will NOT be applied and C (iii – v) will be used to break the tie.
....3 If 3 or more teams are tied an application of C (i) results in a contradiction, then C (ii) will not be used for that group of tied teams. For example, if team A has more points than team B in games versus each other, and team B has more points than team C in games versus each other, but team C has more points than team A in games vs each other and this is a contradiction and C (ii) can not be used so C (iii – v) will be used to break the tie.
III) Greatest number of wins;
IV) Highest goal differential;
V) Greatest number of goals scored.
If teams are still tied after applying (C) and a playoff position is at stake, the final order between the tied teams will be determined by a penalty kick shootout (as per rule 14). If more than two teams are tied, each team will draw a team number and team 1 will shootout against team 2 and the winner will shootout against team 3 and so on. If 2 teams are tied at the top of a division where the top 2 teams advance to the playoffs then no shootout will take place and the final positions will be determined randomly. Likewise, when 3 or more teams are tied at the top of a division where the top 2 teams advance to the playoffs, the last two teams standing in the shootout will not be required to have a shootout and their final position will be determined randomly.
Scheduling of penalty kick shootouts will be arranged by the organizing committee.
D) Should the score in a game reach a difference of 6, the referee shall record that score as the final score in the game and shall allow the game to continue to completion unless the team with the lower score elects not to continue.

14. Overtime
No overtime period shall be played during regular games. Semi-final and final matches which finish in a tie will be decided by the following rules:
A) 5 minute rest period;
B) 2x10 minute overtime periods, 1 minute rest period in-between; sudden death rule applies
C) If the tie continues, each team will take 5 penalty kicks;
D) If the tie continues, each team will take a penalty kick; this will be repeated until there is a winner
E) Only the players on the field at the end of the overtime will be permitted to take penalty kicks
F) No player may take a second kick until all the players on his team have taken a kick including the goalkeeper.

15. Passport
A) Individual passports or the team passport must be available for verification by the referee or field-Marshall. Game-sheets must be properly filled out and available before the game. Failure to produce the documents may result in a loss by default.
B) In order to be consistent with the rules, each team must provide one of the following:
i) Individual or team passports (consisting of players of their original summer team only) certified by both the Club and Tournament Registrar; or
ii) A copy of 1 of their game sheets from mid-season from their summer league game with a copy of their Medicare card; or
iii) In the case that a team did not use a passport or game sheet during their original summer league a team must submit a roster with pictures of their players and a copy of their Medicare card. This list must be certified and stamped by their association confirming their players were part of only one team. This last option must be agreed on prior to the commencement of the Tournament and approved by the Organizing Committee.

16. Please note
A) Only team officials and players listed in the game sheet will be allowed on the bench or in the technical area.
B) A referee may request that a spectator leave the vicinity of the field. If the spectator refuses to comply, the team to which the spectator belongs will have 5 minutes to ensure that the spectator complies, otherwise the referee will stop the game & the team may forfeit the game and, subject to the OC’s review, could be disqualified from the tournament.

17. Playoffs
As per the schedule.

18. Special Considerations for bad weather or unplayable field conditions
If a game is stopped due to the weather, the game will be considered valid if the minimum playing time has been reached according to rule 12.
If a game cannot be played to valid completion (see rule 12) due to bad weather or unplayable field conditions, the final outcome will be determined by a penalty shootout (as per rule 14) at a time and field designated by the tournament committee.
In the event a final game cannot be played to valid completion, the game will be rescheduled if and only if time and field availability permits. The tournament committee will decide whether to reschedule or proceed to a penalty shootout.
